Distinguished speakers Dr. Theresita V. Atienza, University President, and Mr. Kier B. Franco, Chairperson of the Department of Public Administration and Governance at the College of Political Science and Public Administration, Polytechnic University of the Philippines, delivered insightful presentations to kick off the certificate course.

Dr. Atienza explained the multifaceted nature of leadership roles, emphasizing the importance of leadership as a process that involves influence within a group context, while also discussing the difference between leadership and management. Furthermore, Dr. Atienza discussed the critical aspect of ethical leadership, highlighting the significance of personal integrity, respect, trust, fairness, transparency, and honesty in fostering effective leadership.

On the other hand, Mr. Franco discussed the unique ethos driving public servants, emphasizing their dedication to making a positive impact rather than solely seeking financial gains. He elaborated on the public service leadership model, shedding light on the different types of leaders essential for driving meaningful change within communities.

The comprehensive first-day session laid a strong foundation for the course, covering essential topics such as leadership roles, ethical leadership, and the distinctive characteristics of public service leadership. Participants actively engaged in discussions and workshops aimed at deepening their understanding of their roles as leaders within their respective barangays.

The five-day certificate course aims to enhance leadership skills within public management, covering principles of ethical leadership for good governance, developing leadership skills and effective communication, and adapting leadership styles to meet project needs and create an impact on public service. It is set to equip over 300 barangay officials with valuable insights and practical tools to foster ethical leadership and governance excellence in Quezon City.
