QCU Kicks Off Day 1 of BLeSDS for the OSY Executive Course Training of Trainers at City College of Angeles
QCU successfully launched the Training of Trainers for the Executive Course for Barangay Leaders on System Delivery Support for Out-of-School Youth (BLeSDS for the OSY) at City College of Angeles (CCA) on July 29, 2024. This four-day training, attended by over 30 faculty members, administrative officials, and local government unit employees, marks the beginning of a journey to empower barangay leaders in supporting out-of-school youth (OSY) in Angeles City.
The event was opened by Dr. Carolina Sarmiento, OIC/VP for Academic Affairs of CCA. Dr. Frankie Villanueva, Designated Chairman of the CCA Board, and Dr. Theresita Atienza, University President, also delivered their opening messages, setting an inspiring tone for the program.
Dr. Sarmiento emphasized the importance of collaboration and innovation in addressing the needs of OSY, stating, “Together, we can create sustainable systems that make a difference in the lives of our youth.” Dr. Villanueva added, “This program is a testament to our commitment to education and community development.”
Dr. Atienza highlighted the critical need for such programs, saying, “Our goal is to equip barangay leaders with the tools they need to implement effective and sustainable projects for OSY, ensuring no youth is left behind.”
The first session provided an introduction to the BLeSDS for the OSY Executive Course, designed to help barangay leaders develop and implement sustainable systems and projects. Mr. Angelito Bautista Jr. explained that the program, which had its first run in 2021 under the USAID-Education Development Center (EDC) SEEDS Grant, encompasses youth leadership, social development, and management components for Barangay and Sangguniang Kabataan officials, aimed at the comprehensive development of relevant, sustainable, and cross-sectoral positive outcome programs for the OSY.
Following the introductory activities, Dr. Atienza led the discussion on Bridging Leadership, which marks the first module of the training. Funded through the Opportunity 2.0 GAIN Grant of the USAID-EDC, the course draws on the Bridging Leadership Framework and the Positive Youth Development Approach by USAID and aims to address the gaps and issues affecting OSYs in Angeles City.
The BLeSDS for the OSY Training of Trainers aims to equip participants with the necessary skills and knowledge to deliver the program in Angeles City, enabling them to replicate the course locally. Participants are expected to commit to the four-day training and the subsequent pilot implementation period, which will end in an OSY Champions’ Summit by October 2024. This initiative underscores the dedication of QCU and CCA i empowering leaders to create sustainable change for OSY.
