QCU and NICA-NCR Collaborate to Counter Terrorism and Promote Peace

Quezon City University (QCU) and the National Intelligence Coordinating Agency – National Capital Regional Office (NICA-NCR) have signed a Memorandum of Understanding (MoU) to enhance the safety and peaceful learning environment at QCU. The objective of this collaboration is to equip QCU students, officials, and employees with the knowledge to combat potential threats posed by terrorist organizations and other unlawful groups.

The ceremonial signing took place at the Conference Room, Office of the President, Administrative Building, QCU Main Campus. Dr. Theresita V. Atienza, QCU President, and RD Dennis Godfrey F. Gammad, Regional Director of NICA-NCR, attended the event.

Dr. Atienza emphasized that by partnering with NICA-NCR, QCU is reaffirming its commitment to nurturing informed and vigilant students who can actively contribute to safeguarding communities against terrorism. “This collaboration also aligns with QCU’s dedication to promoting a safer and more secure society, in line with Sustainable Development Goal No. 16: Peace, Justice, and Strong Institution,” she stated.

RD Gammad echoed Dr. Atienza’s sentiments, emphasizing the crucial role of education in countering extremist ideologies. He expressed gratitude to QCU for providing a valuable platform for disseminating knowledge and fostering critical thinking skills among students. “I am confident that through this partnership, students and staff will be empowered with the information they need to recognize and resist the influence of terrorists,” RD Gammad shared.

According to the terms of the MoU, the two institutions will collaborate on designing, developing, and implementing a comprehensive education awareness campaign, training management packages, and other knowledge management operations. The aim is to provide a deeper understanding of threat situations and threat groups among the general public at all levels.

Also present at the signing ceremony were key QCU officials, including Ms. Merly P. Dela Cruz, Director of the Office of Student Affairs and Services, and Mr. Lenard F. Bien, Acting Director of the Extension Management Office.

Representatives from NICA-NCR present at the event included Dir. Ulysses Untalan, Deputy Regional Director; Dir. Tagumpay Fernandez, Assistant Regional Director; Dir. Terence Balitaan, Assistant Regional Director for Counterintelligence; Dir. Marcia Mendoza, Assistant Regional Director for Operations; and Ms. Elizabeth E. Anyaya, Chief of Counterintelligence Operations Branch of NICA-NCRO Counterintelligence Division.
