QCU participates in PHILARM’s National Training in Research Management

Dumaguete City, Negros Oriental – Quezon City University (QCU) participated in the recently concluded 2023 National Research Management Training organized by the Philippine Association of Research Managers, Inc. (PHILARM), a pioneering force in research and development, on December 5 to 7, 2023, at the Hotel Essencia, Dumaguete, Negros Oriental.

The event, with the theme “Spreading the Wings of Research Management: Enhancing Research Productivity in the Regions”, gathered over 200 research managers, academicians, government officials, and researchers from diverse regions of the Philippines to establish a common benchmark for research and development management while familiarizing participants with crucial topics, issues, tools, and best practices in the field of research management.

The event commenced with a warm welcome from Dr. Joel P. Limson, President of Negros Oriental State University (NORSU), which served as a co-host of the training together with Siquijor State College (SSC), represented by its President, Dr. Steven J. Sumaylo.

In his opening remarks, Dr. Melvin B. Carlos, President of PHILARM, delivered the opening remarks, and emphasized the evolving role of research managers in the 21st century and the significance of the National Research Management Training (NRMT), a program initiated based on the national needs assessment conducted in 2022.

Serving as keynote speaker was Dr. Leah J. Buendia, Undersecretary for Research and Development at the Department of Science and Technology (DOST), who delivered a comprehensive overview of DOST’s achievements and priority programs. She stressed the importance of cultivating an innovation culture and urged research managers to expand their horizons beyond traditional boundaries.

Meanwhile, Dr. Rogelio Cuyno, founding president of PHILARM, provided insights into the evolution of research management in the Philippines. He emphasized the need for leadership by persuasion and the role of research managers in steering organizations toward success.

Three learning events were held during the training. The first talk was given by Prof. Nelson Jose Vincent B. Querijero from UP Los Baños who guided participants through developing a Theory of Change (ToC) Results Framework, emphasizing its role in planning research, monitoring, and evaluation.

The second learning event, led by Dr. Miriam Caryl D.L. Carada, delved into the Risk Management Framework and how to identify, assess, and control risks in research projects. She highlighted the benefits of proactive risk management, including informed decision-making and improved resource allocation.

The conference’s final day featured Prof. Marilyn M. Elauria from UP Los Baños, who discussed critical parameters of success in Research and Development (R&D). She also gave valuable insights into impact assessment, distinguishing between traditional Monitoring and Evaluation (M&E) and the results-oriented RBME.

QCU was also recognized during the PHILARM General Assembly Meeting, which was held on the second of the training, as a new institutional member. Receiving the certificate of institutional membership on behalf of QCU was Dr. Theresita V. Atienza, University President.

The conference’s success was celebrated at a fellowship and recognition night hosted at the residence of Dumaguete City Mayor Felipe Antonio B. Remollo. Attendees from QCU included Dr. Atienza; Mr. Angelito Bautista Jr., Acting Director of the Research, Extension, Planning, and Linkages – Research Management Office (REPL-RMO); Mr. Lenard Bien, Head of the REPL-Extension Management Office – Community Engagement Unit (REPL-EMO-CMU); and Ms. Candice Erika Rudi of REPL-RMO.
