QCU Delivers Successful USAID-funded BLeSDS for the OSY Executive Course Training of Trainers Program at City College of Angeles

Quezon City University (QCU) successfully conducted a Training of Trainers (ToT) program at the City College of Angeles (CCA) from July 29 to August 2, 2024 as part of its USAID-funded initiative Executive Course for Barangay Leaders on System Delivery Support for the Out-of-School Youth (BLeSDS for the OSY) program.
The four-day training aimed to equip CCA’s faculty members, administrative officials, employees, and local government unit (LGU) personnel with the necessary skills to implement the BLeSDS for the OSY Executive course in Angeles City.
During the four-day training, participants participated in a series of workshops, including an introduction to the BLeSDS for the OSY program, in which they studied essential issues in young leadership, social development, and management tailored to solve the challenges encountered by out-of-school youth (OSY). The course also included modules on Bridging Leadership, Positive Youth Development, and Fundamentals of Management, which provided participants with the skills needed to build and manage effective community initiatives.
Expert speakers included Mr. Kristofer Kliatchko and Ms. Nicole Andrea Reyes of the Education Development Center, who discussed the Positive Youth Development module, Dr. Theresita Atienza, President of Quezon City University, and Mr. Angelito Bautista Jr., Director of the QCU Research Management Office and BLeSDS for the OSY Project Manager.
One of the highlights of the training was a role-play exercise, where participants simulated a training session with barangay officials, playing the roles of speakers, organizers, and various types of audience members. This hands-on experience allowed participants to apply the knowledge gained during the training and receive feedback on their performance.
The program concluded with an action planning session, where participants were grouped to develop implementation work plans and monitoring matrices for the upcoming pilot implementation of the BLeSDS for the OSY program, scheduled for September 12-13 and 18-20. The participants also finalized the list of topics to be included in the Angeles City module, which shall cover areas such as Education and Training, Livelihood and Employment, Family Planning, Responsible Parenthood, and Gender, and Climate Change.
Dr. Racidon Bernarte, Managing Director of the Asia Pacific Consortium of Researchers and Educators, Inc. (APCORE), discussed the components of project management, including designing, implementing, and monitoring OSY projects. He also conducted a workshop on logic frame development, during which various groups presented their projects aimed at supporting OSY.
The event concluded on August 2, 2024, with the awarding of certificates of participation to 29 participants who completed the training. In his closing message, Dr. Villanueva emphasized the importance of sustaining impactful community projects like the BLeSDS for the OSY Executive Course, which is designed to empower barangay and SK officials to serve their constituents, including out-of-school youth, with full capacity and adequate knowledge. He expressed gratitude to QCU for selecting CCA as a partner in this initiative and affirmed their commitment to successfully carrying out the pilot implementation of the program in Angeles City.
Funded through the Opportunity 2.0 GAIN Grant of the USAID-Education Development Center, the course draws on the Bridging Leadership Framework and the Positive Youth Development Approach by USAID to address the gaps and issues affecting OSYs in Angeles City.
