QCU, APCORE, and UNEAL Lead Philippine Working Group in XV ENCCULT 2025
The Philippine Working Group of the 15th National Meeting of Culture, Science and Technology (ENCCULT 2025) was successfully held on September 26, 2025, co-organized by Quezon City University (QCU), the Asia-Pacific Consortium of Researchers and Educators (APCORE), Inc., and the Universidade Estadual de Alagoas (UNEAL), Brazil.
This year’s international theme, “Education in the Digital World: Ethics, Humanity, and Challenges of Scientific Production,” was echoed locally through the working group’s focus on “Philippine Perspectives, Innovations, and Research in Education, Science, and Social Development within a Global and Digital Context.”
Opening and Key Messages
In her Opening Remarks, QCU President Dr. Theresita V. Atienza emphasized that the Philippine Working Group is part of a larger international effort to celebrate diversity in research and development. She noted:
“This year’s theme could not be more timely. As artificial intelligence, automation, and data increasingly shape our classrooms and research processes, we must ask: What is ethical? What remains human? And how do we keep our work grounded in service of society? The Philippine Working Group reflects our perspectives and innovations within this global and digital context, one of fifteen working groups across the globe that highlight the richness of academic diversity.”
President Atienza also thanked the presenters, moderators, and partner institutions—especially the Department of Science and Technology – NCR (DOST-NCR)—for their support of the event and contributions to the success of the Philippine track of ENCCULT 2025.
Dr. Witawat Jangiam, Executive Director of APCORE, delivered the Welcome Remarks, emphasizing the importance of collaboration across borders and renewing the consortium’s commitment to scholarship that is ethical, responsible, and transformative.
An Inspirational Message was given by Dr. Veeranoot Nissapatorn, Chairperson of APCORE, who spoke on the importance of cultural adaptability. She reminded participants that science is the pursuit of knowledge through observation, experimentation, and research, while wisdom lies not just in accumulating data but in discerning how and when to apply it. On behalf of APCORE, she commended the dedication of QCU, UNEAL, and partner organizations, framing ENCCULT as not only a platform for academic exchange but a catalyst for collaboration and meaningful impact.
Department of Science and Technology – National Capital Region (DOST-NCR) Regional Director Engr. Romelen Tresvalles delivered the keynote address, speaking on “Science, Technology, and Innovation: Building a Matatag, Maginhawa, at Panatag na Buhay for All Filipinos.” She discussed the DOST system, its mandate, and the country’s achievements in innovation. She reminded participants that rankings are not merely about numbers but about advancing national development and uplifting people’s lives.
Another highlight was Dr. Gyanmudra's plenary talk, where she delivered a thought-provoking presentation on “Ethics in the Age of Big Data: Responsible Research Practices in a Digital World.” She emphasized the importance of ethical research, integrity principles, and practical examples of ethical decision-making within the context of digital transformation.
Research Sessions
The event featured four (4) parallel sessions with a total of 22 presenters from across thePhilippines and international institutions. Sessions covered themes ranging from AI in education and research, sustainability and equity, student development, and community-based innovations.

The Philippine Working Group reaffirmed the roles of QCU and APCORE in fostering inclusive, ethical, and transformative scholarship, with UNEAL and DOST-NCR as crucial partners in linking Philippine research to global networks. Through ENCCULT 2025, the Philippines proudly celebrated its perspectives and innovations while contributing to a diverse and interconnected global research community.
