QCU Joins QC LGU Training on Results-Oriented Monitoring and Evaluation

Representatives from Quezon City University (QCU) participated in a two-day training workshop on Results-Oriented Monitoring and Evaluation (M&E) held on March 10–11, 2026, at the Quezon City Hall.

The training, titled “Developing a Results-Oriented Monitoring and Evaluation (M&E) System – Batch 3,” was organized by the Quezon City Government’s Human Resource Management Department (HRMD) in partnership with the Ateneo School of Government (ASoG). It aimed to strengthen the capacity of government personnel in program monitoring, impact assessment, and evidence-based decision-making.

Representing QCU were Maria Teresa D.G. Gutierrez, OIC-VP for Administration and Angelito P. Bautista Jr., Director, REPL-Research Management Office, who joined participants from various departments of the Quezon City Government in the 16-hour capability-building program.

The training was facilitated by Mr. Noel M. Macalalad, a faculty member of the Ateneo School of Government, who guided participants through key concepts and tools in results-oriented governance. Sessions covered foundational principles of monitoring and evaluation, development of logical frameworks and theories of change, and the design of indicators and data collection methods for program assessment.

Discussions emphasized the shift from traditional monitoring approaches—focused on activities and outputs—toward results-based M&E, which prioritizes outcomes and long-term impact. Participants were introduced to the “results chain” framework, which links inputs, activities, outputs, outcomes, and impacts, and highlights how programs contribute to broader development goals.

The workshop also underscored the importance of using data and evidence in decision-making, encouraging participants to move beyond assumptions and adopt systematic approaches in evaluating program performance. Practical sessions included crafting SMART objectives, developing performance indicators, and mapping organizational processes using tools such as flowcharts and business process models.

On the second day, participants engaged in sessions on data collection methods, performance measurement, and the design of reporting and feedback systems. The training concluded with project presentations and peer review, allowing participants to apply the concepts learned and receive feedback from facilitators and fellow participants.

The training forms part of the Quezon City Government’s efforts to institutionalize results-oriented governance and improve accountability across programs and services. For QCU, participation in the workshop supports ongoing initiatives to strengthen monitoring systems, enhance research and extension program evaluation, and promote data-driven decision- making aligned with institutional and national development goals.
