Advancing Good Governance Through Public Finance Training

The Quezon City Government, in partnership with Quezon City University and the Barangay and Community Relations Department , successfully conducted another session of the Speaker Feliciano R. Belmonte Jr. School of Good Governance Certificate Course on Public Finance on July 18, 2026, reinforcing its commitment to developing ethical and capable public sector leaders.

The program brought together barangay officials and community leaders for a learning session focused on strengthening transparency, accountability, and responsible public financial management in local governance.

The session featured Prof. Heidi Mendoza, renowned public finance advocate and former Commissioner of the Commission on Audit, who delivered a lecture on Public Finance. She discussed the fundamentals of the barangay accounting system, auditing, and financial reporting, emphasizing the importance of integrity, accountability, and responsible stewardship in managing public resources.

Drawing from her extensive experience in public service, Prof. Mendoza underscored that sound financial management is fundamental to good governance and that public trust is built through ethical leadership, transparency, and accountability.

The Speaker Feliciano R. Belmonte Jr. School of Good Governance continues to serve as a platform for developing the competencies of barangay officials, community leaders, and governance advocates. Through initiatives such as this, participants are equipped with the knowledge and skills needed to deliver responsive, transparent, and people-centered public service.
